Meet Penn and Penny
Penn and Penny are part of an important chapter in Pennsylvania's ongoing efforts to protect animals from cruelty and neglect. Their story helped shine a light on the need for stronger animal welfare laws and greater protections for animals suffering from abuse and neglect.
In 2015, Pennsylvania took an important step forward with the passage of the SAFE Act, strengthening animal cruelty laws and providing additional protections for animals in need. Penn and Penny serve as a reminder that behind every law and every rescue are animals whose lives depend on people willing to stand up and make a difference.
Today, their story represents hope, compassion, and the continued commitment to giving vulnerable animals a voice and a second chance.

Some of the horses who have touched our lives are no longer with us, but their stories, their spirits, and the memories they created will live on forever.
Each horse that comes through Pennsylvania Equine Rescue & Retirement Foundation leaves a lasting hoofprint on our hearts. They came to us with their own unique stories—some searching for safety, others for healing, comfort, and a place to finally call home.
Although they may no longer be standing in our pastures, they will always remain part of our PERRF family. Their journeys remind us why we continue our mission and why every life, every rescue, and every second chance matters.
